Business Times reported that Forrest Li's wife bought Gallop Road bungalow on a land area of 16,703 square feet and this site had a long driveway. In the same article, the reporter mentioned that bungalows in the 39 gazetted GCB areas should have a minimum plot size of 1,400 square metres or 15070 sq feet for newly created bungalows in GCB areas. Additional lookup on URA website states that a GCB plot should be minimum size 1400 sq m, plot width minimum 18.5m and plot depth minimum of 30m.
Well, URA stated in its guidelines that variations in plot width, depth and size may be considered if "the proposed development site is an in-fill development on an existing plot which is already deficient in plot size (i.e less than 1400 sqm)". Hence, there could be bungalows in these 39 GCB areas with land size smaller than the minimum plot size, width or depth.
The house in the article also had a long driveway. A long driveway may be seemed to be a "waste of land" as that part cannot be built up. On the other hand, in my opinion, a long driveway could be deemed to be a gradual transition from the road to the house, giving a heightened level of privacy and create a sense of mystery and awe for visitors and passer-bys.
